Kelley Blue Book tapped Revenue Science for behavioral targeting on its Web site. The automotive information publisher will now support ads targeted to specific in-market car buyers through ongoing campaigns and spot buys. “Working with Revenue Science makes us the first in the online automotive category to offer behavioral targeting, which will allow our advertisers to reach their premium markets,” said Robin Cooper, director of sales for Kelley Blue Book.

David Berkowitz left his post at eMarketer to join search marketing firm icrossing as director of marketing. Berkowitz was an editor and head of public relations with the Internet research firm for almost four years.

Court TV Online tapped Interep Interactive to handle ad sales for its Web sites which include CourtTV.com, TheSmokingGun.com and CrimeLibrary.com.

“What most attracted us to Interep Interactive is their focus on selling sites by brand rather than as part of an anonymous network of sites,” said Charlie Collier, Court TV’s general manager of national ad sales.

USNews.com, the online presence of weekly newsmagazine U.S. News & World Report, will use the ASP version of Tacoda’s Audience Management System (AMS) to deliver campaigns based on the anonymous surfing behavior of its users.

“Behavioral targeting has the potential to generate higher online ad sales, even as it helps U.S. News better understand the millions of readers who visit our site,” says Diane Osgerchian, Director, National Online Sales for USNews.com.

EarthQuake Media promoted Jes Santoro from director of integrated media to executive VP. Prior to joining the agency in 1999, Santoro worked for BBDO New York, coordinating national ad campaigns.

Digital marketing firm Beyond Interactive hired Jonathan Ragals as senior VP and group account director in its New York City office. Ragals was most recently VP of account management with online direct marketer webloyalty.com, prior to which he led product marketing and business development at Net2Phone. He also spent five years heading the Delta Air Lines account at Modem Media.

Accipiter picked up two ad serving clients.

KnowledgeStorm and Associated New Media will use the company’s AdManager product to serve campaigns to site visitors and newsletter recipients. Associated New Media is the digital publishing division of Associated Newspapers Ltd.
